Criminal Charges Filed Against Former Director of the Clinical Hospital in Bitola for Abuse of Official Position and Authority

The SVR Bitola has filed criminal charges with the Basic Public Prosecutor’s Office Bitola against E.I. (53) from Bitola, on suspicion of committing the criminal offense “abuse of official position and authority.”

The reported person, in her capacity as former director of the Public Health Institution – Clinical Hospital Bitola, during 2023 acted contrary to the provisions of the Law on Administrative Servants, the Law Amending and Supplementing the Law on Administrative Servants, and without approval from the Ministry of Finance, as well as contrary to the Budget Law regarding employment.

Specifically, without conducting internal vacancy announcements and without approval and signature from the Human Resources Sector, she concluded annexes to employment contracts for 11 persons employed as administrative servants in the administrative building of the Clinical Hospital in Bitola, with the aim of increasing the job complexity coefficients. She also issued decisions determining higher salaries, i.e. promotions to a higher grade without the required educational qualifications.

In this manner, the reported person caused damage to the budget of the Ministry of Health, i.e. the Health Insurance Fund, in the amount of 49,304 euros up to the moment of filing the criminal report.

For example, a person employed as an assistant responsible engineer for technical maintenance of facilities, a position for which secondary education in electrical engineering or electromechanics was required, was promoted despite holding an academic title of Doctor of Sciences in the field of industrial management. The salary was calculated according to a job complexity coefficient applicable to a Doctor of non-medical sciences, related to the institution’s activities.
