Opening hours of the counters at the Administrative Services of the Ministry of Internal Affairs

 

Starting from February 18, 2025, the Administrative Units within the Department of Civil Affairs at the Ministry of Internal Affairs will operate according to a new working schedule.

The Administrative Department in Skopje and the Administrative Unit in Tetovo will work in two shifts from Monday to Friday, with working hours from 07:30 to 19:30.

Also, the Administrative Units in Bitola, Veles, Kumanovo, Ohrid, Strumica, and Shtip will have working hours from Monday to Friday starting at 08:00 and ending at 18:00. The same working hours apply to:

  • OU Bitola for Prilep

  • OU Veles for Kavadarci

  • OU Ohrid for Kicevo and Struga

  • OU Tetovo for Gostivar

  • OU Shtip for Kochani

In the other regional units — OU Ohrid for Debar; OU Bitola for Krushevo, Demir Hisar, Resen, and Makedonski Brod; OU Shtip for Probistip, Sveti Nikole, Vinica, Delchevo, and Berovo; OU Veles for Negotino; OU Kumanovo for Kratovo and Kriva Palanka; OU Strumica for Gevgelija, Radovish, and Valandovo — working hours will be from 08:00 to 16:00.

The identity card is a public document that proves the identity, citizenship, place of residence, and address of a citizen of the Republic of North Macedonia.

Identity cards are issued within 15 days from the date of submission of the application.

NOTICE
Every lost or stolen identity card must be officially declared invalid in the Official Gazette.

Issuance of Travel Permits for Minors (up to 14 years of age)

 

If a person under 14 years of age (minor) travels abroad or returns from abroad without the presence of a parent or guardian, it is necessary to have a travel permit issued based on the written consent of the parents or guardian, given at the competent regional units (Departments and Sections for Administrative Affairs) of the Ministry of Internal Affairs, upon submission of the birth certificate extract of the minor who is traveling, the identity cards of the parents or guardian, and payment of a fee of 50.00 denars.

1.7 Issuance of lost driver’s license (duplicate)

A duplicate driver’s license is issued when the original driver’s license is lost or stolen. The application for issuing a duplicate driver’s license must be submitted in person.

  • Application.

  • Valid ID card for inspection.

  • Written statement from the driver with a brief description of the time and place of losing the driver’s license.

  • 410.00 denars for the form, or 1230.00 denars for the form if issued urgently (payment slip or payment via POS terminal).

  • 75.00 denars for publishing the lost driver’s license (payment slip or payment via POS terminal).

The driver’s license in regular procedure is issued within 15 days from the day of application submission, and in urgent procedure within 2 working days from the day of application submission.

NOTE:
A medical certificate for physical and mental capacity from an authorized health institution is also required in the following cases:

  • if the driver is 75 years old or older

  • if the driver holds category C1, C1E, C, CE, D1, D1E, D, DE, or T

  • if the driver has restrictions on the validity of the driver’s license due to health condition.

All changes must be reported within 15 days. If the driver’s license is lost or damaged, an application for issuance of a duplicate or replacement of the damaged driver’s license must be submitted.

Issuance of Traffic Permits

1. ISSUANCE OF A TRAFFIC PERMIT

A traffic permit is issued in the following cases:

  • if there is a change in data related to:
  • technical changes to the vehicle,
  • change of ownership,
  • change of residential address,
  • lost traffic permit,
  • damaged permit preventing its use,
  • deregistration of the vehicle, etc.

The owner is obliged to report the change within 15 days from the date of the change to the Ministry of Interior according to the place of vehicle registration or according to the residence or registered seat of the owner.

With the request for change, the owner of the registered vehicle must also submit proof confirming the change.

In case of a lost traffic permit, a duplicate is issued based on the data contained in the records of the Ministry of Interior.

 

2. DEREGISTRATION OF VEHICLE

The vehicle owner is obliged to deregister the vehicle with the registering authority in the following cases:

  • the vehicle is destroyed or has the status of a used vehicle,

  • the vehicle is permanently taken out of the territory of the Republic of North Macedonia,

  • the vehicle will be registered abroad due to the owner’s relocation or other reasons,

  • the vehicle is stolen,

  • the validity of the traffic permit expired more than 30 days ago, or more than one year ago for mopeds, motorized bicycles, motorcycles, light tricycles, tricycles, light quadricycles, quadricycles, motorhomes, trailers for living, and oldtimers,

  • mandatory insurance ceased during the validity of the traffic permit,

  • change of the registration area.

Besides the registered owner in the traffic permit, the new owner of the vehicle may also deregister the vehicle if they submit a proper document proving ownership.

1.6 REPLACEMENT OF A FOREIGN DRIVER’S LICENSE WITH A MACEDONIAN DRIVER’S LICENSE

  • Application form

  • Original valid foreign driver’s license with a certified translation into Macedonian and notarized

  • Proof of residence longer than six months before the date of issuance of the foreign driver’s license

  • The driver holds categories: C1, C1E, C, CE, D1, D1E, D, DE, T

1.8 NOTIFICATION OF CHANGE OF DRIVER'S RESIDENCE ADDRESS

A driver who changes their place of residence is required to report the change within 15 days, so that it can be recorded in the drivers' registry according to the new address. The application for address change must be submitted in person. The following documents must be submitted:

  • Application.

  • Driver’s license

  • ID card for inspection

  • 60.00 MKD administrative fee (payment slip or POS terminal payment)

 

NOTE: The application for issuance of a driver's license is submitted to the Ministry of Internal Affairs according to the new place of residence.

ALL CHANGES MUST BE REPORTED WITHIN 15 DAYS.
If the driver's license is lost or damaged, an application must be submitted for issuance of a duplicate or for replacement of the damaged driver’s license.

Issuance of a Certificate of Citizenship

 

A certificate of citizenship is issued to a person who holds the citizenship of the Republic of North Macedonia.

The records of citizens of the Republic of North Macedonia and foreign nationals born on the territory of the Republic of North Macedonia are maintained by the Ministry of Internal Affairs. The Ministry of Internal Affairs assigns a personal identification number (EMBG) to the citizen. The EMBG is determined according to the place of registration of the citizen in the birth registry in the Republic of North Macedonia, in accordance with the law.

Condition: The person must have citizenship of the Republic of North Macedonia and a personal identification number.

Required documents:

Ways to receive the Certificate of Citizenship:

  • In person or through a proxy

  • Through diplomatic and consular missions (embassies and consulates)

  • By email

A paper certificate of citizenship is issued at the counters of the administrative offices of the Ministry of Internal Affairs throughout the territory of the Republic of North Macedonia, regardless of the person’s registered residence.

An electronic certificate of citizenship is received by email.

The electronic service for the certificate of citizenship is available via the National Portal for e-Services: uslugi.gov.mk

Payment for the Certificate of Citizenship:

  • PP50 payment slip for administrative fee – 100.00 MKD

Procedure for Renunciation of Citizenship of the Republic of North Macedonia

 

 

To renounce citizenship of the Republic of North Macedonia, it is necessary to submit a guarantee that the person requesting renunciation will be accepted into foreign citizenship or to provide proof that they already have foreign citizenship (passport or citizenship certificate).

The guarantee must be submitted in original, translated into Macedonian, and notarized or certified at a diplomatic-consular mission of the Republic of North Macedonia abroad (unless the guarantee is in Serbian).

The request for renunciation of citizenship must be submitted in person (cannot be submitted by proxy) and filed according to the applicant’s last residence in the Republic of North Macedonia or at a diplomatic-consular mission of the Republic of North Macedonia abroad.

If the renunciation request is submitted within the Republic of North Macedonia, it is possible to request that the decision for renunciation be sent and delivered to the diplomatic-consular mission of the Republic of North Macedonia abroad by providing a contact address and phone number abroad.

Evidence for renunciation of citizenship is obtained ex officio.

The administrative fee for renunciation of citizenship of the Republic of North Macedonia is 100 EUR in denar equivalent.

If the request is submitted at a diplomatic-consular mission of the Republic of North Macedonia abroad, a consular fee must also be paid.

Upon delivery of a positive decision for renunciation of citizenship of the Republic of North Macedonia, the passport and identity card are canceled.

After 3 years from the delivery of the decision for renunciation, a request for reinstatement of citizenship of the Republic of North Macedonia can be submitted in person.

 

Timeframe: Reasonable period.

Procedures for Acquiring Citizenship of the Republic of North Macedonia

 

CITIZENSHIP is a legal bond between you and the state and does not indicate your ethnic origin.

According to the Constitution, the citizenship of the Republic of North Macedonia (RNM) is regulated by law and cannot be taken away. The law that regulates citizenship is the Citizenship Law from 1992, amended and supplemented by the Laws on Amendments and Supplements to the Citizenship Law from 2004, 2008, 2011, 2016, and 2021.

HOW TO BECOME A CITIZEN OF THE REPUBLIC OF NORTH MACEDONIA?

  • By descent, i.e., if you are born to a parent(s) who is/are citizens of the Republic of North Macedonia

WHAT IS CITIZENSHIP BY DESCENT?

After birth, your child acquires citizenship of RNM if at least one parent is a citizen of RNM.

Your child acquires citizenship of RNM by descent when the following conditions are met:

  • If both parents are citizens of RNM, your child acquires RNM citizenship regardless of the place of birth.

  • If one parent is a citizen of RNM and the child is born in RNM, then the other parent must agree for the child to acquire RNM citizenship.

  • If the child is born abroad and only one parent is a citizen of RNM, the child will acquire RNM citizenship if:

    • You submit a request for registration of the child in the citizen register before the child turns 18;

    • or the child returns to live in RNM with you before turning 18;

    • or the child between 18 and 23 years submits a request for registration in the citizen register.

Note that if the other parent is unknown or has unknown citizenship, the child acquires RNM citizenship by descent regardless of the place of birth.

WHAT DOCUMENTS DO I NEED TO SUBMIT TO THE REGIONAL UNIT OF THE MINISTRY OF INTERNAL AFFAIRS?

Together with the application form, you must submit:

  • Birth certificate of the child

  • Proof of RNM citizenship of the parents

  • If the child is a minor, consent from the parent who is not a citizen of RNM

  • Identity card of the parent or guardian

  • Power of attorney if the application is submitted by an authorized person

The registration and consent forms are issued free of charge at the regional unit of the Ministry of Internal Affairs.

WHAT SHOULD I DO IF MY CHILD IS BORN ABROAD?

You must submit a request to register the birth and citizenship in the registry office in the place of residence of the parent who is a citizen of RNM. If abroad, report the birth to the nearest RNM embassy or consulate.

WHAT IF I ADOPT A CHILD?

Your fully adopted child will also acquire RNM citizenship by descent if one or both parents are RNM citizens.

DOES EVERY CHILD BORN IN THE REPUBLIC OF NORTH MACEDONIA AUTOMATICALLY ACQUIRE CITIZENSHIP?

No, only children with at least one parent who is a citizen of RNM. However, a child found or born in RNM with unknown or stateless parents acquires RNM citizenship. This citizenship will end if before the child turns 15 it is established that the parents are foreign citizens and the child will not become stateless.

 

NATURALIZATION

WHAT IS NATURALIZATION?

Naturalization is the voluntary acquisition of citizenship as an adult after fulfilling the legal requirements of the state in which you live. In RNM, it is mostly based on years of legal residence or marriage to an RNM citizen. Minor children will also receive the citizenship, but they must be included in your citizenship application.

HOW TO APPLY?

You must personally submit a completed application form (free of charge at any regional unit of the Ministry of Internal Affairs) along with the required documents.

DO I NEED TO PAY A FEE?

Yes, an administrative fee of 100 euros. You pay 20 euros before submitting the application and the remaining 80 euros if the citizenship is granted.

OTHER CONDITIONS FOR FOREIGNERS LIVING IN RNM FOR AT LEAST 7 YEARS

You must:

  1. Be over 18 years old

  2. Have lived legally and continuously in RNM for at least 7 years

  3. Have secured housing

  4. Have a permanent source of income sufficient for material and social security

  5. Have no criminal convictions or proceedings

  6. Have knowledge of the Macedonian language sufficient for communication

  7. Not be banned from staying in RNM

  8. Your citizenship should not threaten the security of RNM

If all conditions are met, you must renounce your previous citizenship or prove you will renounce it.

Registration of Residence and Stay

 

HOW AND WHERE SHOULD I REGISTER MY RESIDENCE?

  • HOW: You need to submit the following documents:

  1. Application (which you will receive free of charge at the Ministry of Internal Affairs).

  2. The intention of the place of residence is determined by an operational field check by officials from the competent police station.

  • Proof of ownership of the apartment where the residence is registered,

  • Lease agreement of the apartment where the residence is registered, concluded in written form and notarized,

  • Service contract concluded in written form and notarized,

  • Lifetime support contract concluded in written form and notarized according to the law, establishing a life community between the provider and the recipient of lifetime support,

  • Written confirmation issued by the municipality confirming the existence of an illegally constructed residential building whose legal status has not been determined (with or without submitted request for determination of legal status), including the existing street and number or, if not available, the nearest street,

  • Property tax decision for the residential building in which the citizen lives and proof of paid property tax for the mentioned building,

  • Written notification for the citizen from the social or health institution where they are placed, stating the address of the institution and the purpose of the notification, or

  • Written notification for a homeless person from the competent social work center to the Ministry of Internal Affairs.

If you live in an apartment owned by your parents or children, you must submit their ownership document as well as a statement from the parents/children that you will live with them.

  • WHERE: At the regional unit of the Ministry of Internal Affairs competent according to the place where you register your residence.

 

WHAT IF I MOVE FROM ONE PLACE TO ANOTHER WITHIN THE REPUBLIC OF NORTH MACEDONIA?

  • HOW: If you move from one place to another within the Republic of North Macedonia, within 8 (eight) days you must deregister your previous residence and register your new residence for yourself and your minor children. You need to submit the following documents:

  • Application

  • ID card (or other document verifying your identity)

  • Secured habitable apartment

    • Document proving ownership of the apartment or lease agreement in accordance with the law, notarized.

    • If you live in an apartment owned by your parents or children, submit their ownership document and a statement that you will live with them.

  • Confirmation that you have deregistered your previous residence.

  • WHERE: At the regional unit of the Ministry of Internal Affairs competent according to the place where you register your residence.

 

WHAT IF I HAVE CHANGED THE ADDRESS OF RESIDENCE IN THE SAME MUNICIPALITY?

  • HOW: You must register the change of address of the apartment in the residence for you and your minor children within 8 (eight) days and provide proof of secured housing.

  • WHERE: At the regional unit of the Ministry of Internal Affairs.

 

WHAT IF I AM A CITIZEN OF THE REPUBLIC OF MACEDONIA AND HAVE MOVED FROM ABROAD TO THE REPUBLIC OF NORTH MACEDONIA WITH INTENTION TO LIVE PERMANENTLY?

  • If the address of your residence is outside the Republic of North Macedonia, it is not necessary to deregister your residence abroad. You only need to submit an application for registering residence in the Republic of North Macedonia with all required proofs, as explained above.

 

WHAT SHOULD I DO IF I WANT TO STAY LONGER THAN 30 DAYS IN ANOTHER PLACE IN THE REPUBLIC OF NORTH MACEDONIA OUTSIDE MY RESIDENCE?

  1. If you intend to stay longer than 30 days outside your place of residence, you must register yourself and your minor children within 3 days at the competent police station in the place where you stay, and deregister immediately before departure.

  2. You will receive a confirmation from the competent authority for registration and deregistration of the temporary stay.

  3. You must renew the registration of your temporary stay every six months.

  4. If you stay in a hotel, tourist enterprise, student dormitory, or boarding school, they are obliged to register and/or deregister your temporary stay and keep records (guestbook) for all registered persons.

  5. You are not required to register your temporary stay if you belong to any of the following categories:

    • military personnel staying in barracks or other military institutions;

    • employees of the Ministry of Internal Affairs in special facilities;

    • convicted persons serving prison sentences;

    • persons undergoing medical treatment in a health institution;

    • persons staying in a holiday or recovery property owned by themselves.

Registration of temporary stay is done at the regional units of the Ministry of Internal Affairs (Administrative Services).

Registration of temporary stay must be done within 48 hours after accommodation, and deregistration before leaving the accommodation.

 

WHAT IF I INTEND TO STAY ABROAD FOR MORE THAN 3 MONTHS?

  1. If you intend to temporarily stay abroad for a period from 3 months up to 1 year, or temporarily work abroad for more than 1 year, you must report your departure abroad by filling out the form “Notification of citizen for stay abroad longer than three months,” which can be obtained:

    • at the competent authority in your place of residence; or

    • at a border crossing; or

    • at the diplomatic-consular representation (embassy or consulate) of the Republic of North Macedonia in the country where you stay.

  2. You must report your return to the Republic of North Macedonia within 3 days of returning to your place of residence.

  3. If you take minor children with you, you must report their departure and return as well.

  4. If you do not report your departure abroad, the competent authority will record it ex officio.

 

IMPORTANT
If the Ministry of Internal Affairs determines that your submitted application for registering residence, temporary stay, or change of apartment address contains false data, it WILL ISSUE A DECISION FOR CANCELLATION OF THE APPLICATION AND DELETION FROM THE RESIDENCE REGISTER.

 

YOU CAN BE FINED!
You will be fined from 100 to 500 euros (in denar equivalent) for the offense if you do not register or deregister your residence, temporary stay, or apartment address within the prescribed deadline, or if:

  1. You do not deregister your previous residence and register your new residence within eight days after moving within the Republic of North Macedonia.

  2. You do not register your temporary stay longer than 30 days outside your place of residence within 3 days of arrival.

  3. You do not renew your temporary stay registration every six months.

  4. You do not report departure abroad longer than three months to one year or for temporary work abroad longer than one year.

 

WHO ELSE CAN BE FINED?
If you use accommodation services in tourist enterprises, student dormitories, or boarding schools, or are accommodated by other legal entities providing such services, and the service providers do not register or deregister you or keep an accurate guestbook, or do not allow the Ministry's authorized official to inspect the guestbook, A FINE FROM 1000 TO 2000 EUROS (in denar equivalent) WILL FOLLOW for the responsible person or the service provider.

 

WORKING HOURS
According to the Decision on working hours adopted by the Government of the Republic of North Macedonia, published in Official Gazette No. 160/2019, working hours at Administrative Units in Bitola, Veles, Kumanovo, Ohrid, Strumica, Tetovo, and Shtip, and their regional units, will be in two shifts: from 07:30 to 15:30 and from 11:30 to 19:30.

Break during the day shift is from 12:00 to 12:30 (30 minutes), and during the second shift from 15:00 to 15:30.

Procedure for Changing a Personal Name

 

The request for changing a personal name is submitted at the counter or office of the regional unit of the Ministry of Internal Affairs, according to the residence of the applicant.

The following documents must be submitted with the request:

  • Proof of identity of the applicant (ID card or passport);

  • Payment slip for the properly paid administrative fee in the amount of 300.00 MKD;

  • Consent from a minor child for whom the name change is requested, if the child is at least 10 years old;

  • A valid power of attorney if the request is submitted through a proxy;

  • If the request refers to a minor child, the request must be submitted by both parents, except in the case of absence or inability of one parent, in which case a statement certified by a notary or a diplomatic-consular representation of the Republic of North Macedonia abroad may be submitted.

Documents to be submitted:

  • Excerpt from the Birth Register to ensure accurate data and compare with the personal identification number of the applicant (provided ex officio);

  • Certificate or notification from the competent court stating that no criminal proceedings are being conducted against the applicant for a criminal offense prosecuted ex officio;

  • Certificate or notification from the competent Center for Social Work confirming that the applicant has fulfilled property-related and other legal obligations arising from marriage and from parent-child relationships with persons residing in the Republic of North Macedonia (provided ex officio).

Processing time: 30 days.

Vehicle Registration

Vehicle registration involves recording data related to license plates and information about the vehicle and its owner/user in the registered vehicles database.

First-Time Vehicle Registration

First-time vehicle registration in the Republic of North Macedonia includes:

  • Registration of a new vehicle purchased in North Macedonia

  • Registration of a used vehicle imported from abroad

Upon first registration, the vehicle receives license plates and a registration certificate.

1.1 Registration of a New Vehicle Purchased in North Macedonia

The vehicle owner/user submits the registration application in person at the Ministry of Internal Affairs (MoI) counter or at authorized vehicle technical inspection stations where an MoI representative is present.

The registration process begins upon submission of the application by the vehicle owner/user.

Required documents:

  • Valid ID card; for legal entities, a current status certificate from the Central Registry of the Republic of North Macedonia

  • Proof of ownership – vehicle invoice

  • Settled customs and tax obligations for the vehicle

  • Valid insurance, paid fees, settled charges for public road usage, environmental protection, communal tax, administrative fee, etc.

  • Certificate of conformity or approval for registration, if required by law

  • Emission measurement report

  • Brake system technical inspection report

  • Steering system technical inspection report

  • Certificate of minimum technical and operational characteristics for mobile machinery, issued during identification and technical condition assessment

  • Technical inspection certificate indicating the next inspection date

Note: If the vehicle user is not the owner, a notarized written consent from the owner is required.

After submitting the application and all necessary documents, the owner/user proceeds to the vehicle registration counter at the MoI or authorized technical inspection station with an MoI representative, where license plates and a registration certificate are issued.

1.2 Registration of a Used Vehicle Imported from Abroad

The vehicle owner/user submits the registration application in person at the MoI counter or at authorized vehicle technical inspection stations where an MoI representative is present.

The registration process begins upon submission of the application by the vehicle owner/user.

Required documents:

  • Valid ID card; for legal entities, a current status certificate from the Central Registry of the Republic of North Macedonia

  • Vehicle origin – foreign registration certificate translated by a certified translator and notarized

  • Proof of ownership – invoice or sales contract translated by a certified translator and notarized

  • Deregistration certificate from the previous registration authority

  • Valid insurance, paid fees, settled charges for public road usage, environmental protection, communal tax, administrative fee, etc.

  • Valid extract from the taxi transport license (if applicable)

  • Emission measurement report

  • Brake system technical inspection report

  • Steering system technical inspection report

Note: The vehicle must pass a technical inspection unless exempted by law.

If the vehicle passes the technical inspection, authorized inspectors will sign and certify the application in the section for completed technical inspection. The owner/user then proceeds to the vehicle registration counter at the MoI or authorized technical inspection station with an MoI representative, where license plates and a registration certificate are issued.

Important Notes:

  • The technical inspection certificate must not be older than 30 days.

  • The registration certificate costs 200.00 MKD.

  • Civilian license plates cost 1,200.00 MKD.
