SVR Štip filed criminal charges against J.V. (83), V.Dž. (80), and T.A. (68), all from Štip, due to reasonable suspicion that they committed the continued criminal offense of abuse of official position and authority, as well as the continued criminal offense of fraud in obtaining credit or other benefit. Criminal charges were also filed against Z.S. (44) from Štip for the continued criminal offense of fraud in obtaining credit or other benefit.
During the period from September 2012 to October 2024, the first three reported persons, acting as presidents of the Association of Workers with Disabilities – Štip, transferred the daily allowances earned by the fourth reported person, Z.S., in her capacity as secretary of the association, to the bank account of her mother in order to prevent the revocation of her entitlement to social child and education allowances.
By falsely presenting facts, Z.S. misled the new president of the association into believing that the association owed money to her mother and, on behalf of the association, concluded an assignment of claim agreement with her mother. After her mother’s death, she concluded the same agreement with her daughter.
Additionally, the first and second reported persons made payments to themselves and other individuals for meetings that were never held and also granted one-time financial assistance to persons who were not entitled to such aid. The third reported person concluded a lease agreement for residential premises during the period when a public call for renting was still ongoing, without reviewing all submitted applications. On several occasions, he transferred funds from the association’s official account to his personal bank account and also made unlawful payments to a legal entity for allegedly provided catering services.
Through these actions, the first three reported persons caused damage to the association’s budget in the total amount of 297,730 denars, while enabling the fourth reported person to obtain unlawful financial gain amounting to 88,234 denars.
