The Department for Internal Control, Criminal Investigations, and Professional Standards at the Ministry of Internal Affairs submitted a criminal complaint to the competent Basic Public Prosecutor's Office in Skopje against Lj.R. due to reasonable grounds for suspicion that the accused committed the criminal offense of "abuse of official position and authority" as stipulated in Article 353, paragraph 1 of the Criminal Code.
The accused, as the assistant to the Minister of Internal Affairs and head of the Department for Disciplinary and Judicial Procedures, exploited his official position or authority, exceeding the limits of his official powers in such a way that for the months of June, July, August, September, November, and December 2023, based on records of overtime hours and a list of employees from the Department for Disciplinary and Judicial Procedures who met the conditions for the payment of a bonus salary for 2023, which he personally approved and which bore his serial number, in the absence of written orders for hours worked that he was obligated to perform beyond full-time work, he unlawfully acquired financial resources in the amount of 80,134 denars for work exceeding full-time hours and a bonus salary for 2023 in the amount of 36,614 denars, totaling an unlawful property benefit of 116,748 denars to the detriment of the budget of the Ministry of Internal Affairs.
