Charges Filed Against Three Individuals for Abuse in Personal Assistance Services

 

The Sector for Internal Affairs Štip has filed a criminal complaint with the Basic Public Prosecutor’s Office Štip against N.Đ. (50), Gj.J. (57), and E.Đ. (44), all from Štip, on suspicion of committing the continued criminal offenses of “abuse of official position and authority,” “forgery or destruction of business records,” and “use of documents with false content.”

According to the report, during 2022, 2023, and 2024, the suspects, in their capacity as persons performing duties of public interest—namely certified assistants providing services to persons with disabilities under the Red Cross of the Republic of North Macedonia—were engaged through the Municipal Organization of the Red Cross in Negotino. They had contracts for delivering personal assistance services for the Public Institution Inter-Municipal Center for Social Work Štip.

With the intent to obtain unlawful financial gain, they abused their official position and authority by failing to regularly perform the required services for seven persons with disabilities—users of personal assistance services from the areas of Štip, Sveti Nikole, and Kočani—in accordance with weekly and monthly plans.

Although the services were not fully carried out, the suspects prepared monthly reports containing false data on the number of completed working hours. These plans and reports were submitted to the Red Cross Municipal Organization Negotino, from where they were invoiced to responsible officials at the Inter-Municipal Center for Social Work Štip and the Ministry of Social Policy, Demography and Youth.

Through these actions, the first suspect gained unlawful financial benefit of 162,120 denars, causing damage of 218,716 denars. The second suspect gained 129,966 denars and caused damage of 175,775 denars. The third suspect gained 15,252 denars, causing damage of 20,522 denars.

The total damage to the budget of the Ministry of Social Policy, Demography and Youth amounts to 415,013 denars.
