The Department for Internal Control, Criminal Investigations and Professional Standards within the Ministry of Internal Affairs filed criminal charges with the Basic Public Prosecutor’s Office in Skopje against six persons, namely T.S., an MIA employee holding the position of “Junior Adviser for Travel Documents” in the Skopje Administrative Affairs Unit within the Department for Civil Affairs, on reasonable grounds for suspicion of having committed four criminal offences of “forgery of documents” under Article 378 of the Criminal Code, as well as against B.A., S.N., J.A., M.A. and F.A. on reasonable grounds for suspicion of having committed six criminal offences of “forgery of documents” in co-perpetration under Article 378 in conjunction with Article 22 of the Criminal Code, and one criminal offence of “use of a document containing false information” under Article 380 of the Criminal Code.
The first reported person, T.S., in the period from the beginning of 2025 until 24 August 2026, with the intention of making false documents appear genuine, in the procedures for issuing driving licences to four of the reported persons, S.N., J.A., M.A. and F.A., by using her access code, unlawfully made changes in the electronic system, namely added driving categories for which the aforementioned persons did not meet the legally prescribed requirements for obtaining them, approved the applications and enabled the issuance of the driving licences.
The second reported person, B.A., acting in cooperation and agreement with the first reported person and through communication with her, intentionally mediated in the procedures for forging driving licences for M.A. and F.A., despite knowing that the aforementioned persons did not meet the legally prescribed requirements for obtaining them.
The other four reported persons, although aware that they did not meet the legally prescribed requirements for obtaining a driving licence for a specific category, initiated the procedures for obtaining a driving licence by submitting applications, which were subsequently altered by the first reported person by adding categories for which the reported persons did not meet the legal requirements for obtaining them. Additionally, one of these persons used the driving licence with an unlawfully added “A” category and, while riding a motorcycle, crossed the state border, thereby using the document containing false information in legal transactions, despite knowing that it contained false information.
The Department for Internal Control, Criminal Investigations and Professional Standards will also submit a proposal to initiate disciplinary proceedings against T.S. Following a previously filed criminal report against T.S., the Department has already imposed a mandatory measure of removal – suspension from the workplace until the completion of the disciplinary proceedings.
