Criminal complaint filed against a former mayor of the Municipality of Čaška for “abuse of official position and authority”

The Veles Sector for Internal Affairs filed a criminal complaint with the Basic Public Prosecutor’s Office in Veles against G.S. (47) from Čaška, due to grounds for suspicion that he committed the criminal offense “abuse of official position and authority” under Article 353 of the Criminal Code. In the period from January 2021 to December 2024, G.S., in his capacity as mayor of the Municipality of Čaška, acted contrary to the Law on Civil Servants and, on multiple occasions, paid financial funds from the municipal budget account to 10 persons employed in the Municipality of Čaška on the basis of career salary for a civil servant, despite knowing that they did not meet the conditions to be civil servants. Additionally, contrary to the Law on Labor Relations, he enabled one person to be paid a bonus salary even though the conditions were not met. In this way, the reported person enabled the 11 employees to obtain material gain and caused damage to the budget of the Municipality of Čaška in a total amount of 725,562 denars. Also, for a position which, according to the systematization act, предусмотрува one position, G.S. issued a decision on employment to one of the employees even though that position was already filled.
