On July 13, 2026, the External Office for Criminal Investigations in Delchevo submitted a criminal complaint against S.S. (61) from Delchevo, the former director of the Public Utility Company "Bregalnica"-Delchevo, due to reasonable grounds for suspicion of committing the criminal offense of "abuse of official position and authority," as per Article 353, paragraph 1 in connection with Article 45, paragraph 1 of the Criminal Code.
S.S., as an official - director of the Public Utility Company "Bregalnica"-Delchevo, abused his official position and authority by exceeding the limits of his official powers. During the period from 2023 to 2025, he issued a total of 92 decisions to increase the base salary for work performance to a total of 112 employees at the Public Utility Company "Bregalnica"-Delchevo, without having proposals from the immediate supervisor of the employee and without the consent of the immediate supervisor of the employee, thereby acting contrary to Article 51, paragraph 1 of the Collective Agreement for Communal Activities and contrary to Article 81, paragraph 2 of the Collective Agreement regulating the rights, obligations, and responsibilities arising from the employment relationship of the employees of the Public Utility Company "Bregalnica"-Delchevo, causing a total material damage to the public enterprise amounting to 267,873 denars.
