Денес ex lege престанува функцијата на министерот г.Спасовски и јас ќе раководам со МВР до формирањето на новата Влада која ќе произлезе како резултат од изборите одржани на 11 декември 2016 година. Ова решение резултираше од Договорот во Пржино, постигнат  од страна на лидерите на 4-те најголеми политички партии во земјата.

    Свесен за периодот кога ќе раководам со Министерството за внатрешни работи,, ќе направам  максимални напори со ова решение да бидат задоволни сите граѓани на Република Македонија без оглед на нивната национална, верска, партиска и социјална припадност.

 За овој период пред пошироката јавност изјавувам дека ќе се залагам за негување на професионализмот, почитување на уставните вредности и суштинските стандарди во рамките на нашите надлежности како во областа на државната безбедност така и во јавната безбедност.

 Ќе се почитуваат сите подкултури на хетерогените структури во МВР но тие неопходно треба да бидат комплементарни со институционалната хиерархија внатре во МВР.

 Сметам дека полицијата има потреба од почит и поддршка од сите заедници кои живеат во земјата со цел извршување на нејзините задачи согласно меѓународно признатите универзални вредности. Нашето општество има потреба од силна поддршка, како од аспект на концептот за безбедност во земјата така и од аспект на човечко достоинство. Не може да се казнуваат престапниците на законот со нивно деградирање, туку со соодветни институционални мерки, како што не може да се одбрани безбедноста на земјата со кршење на човековите права, туку со законски оперативни дејствија. Функционирањето на правната држава и владењето на правото претставува еден голем предизвик.

   Вработените во МВР и сите други треба да се свесни дека имаме државна обврска да ги поддржиме вредностите во секој сегмент на МВР во духот на Охридскиот рамковен договор и силно да придонесеме за интегрирање на РМ во евро-атлатските структури како единствена алтернатива и перспектива на нашата држава.

    Им  гарантирам на сите граѓани на Македонија дека секој ќе се соочи со законот доколку се спротивставува на истиот. Никој не е над законот. Имено,  полициските дејствија и акции без целосна транспарентност, без колегијалност и вон принципите на објективност и легалитет ќе се казнуваат на најсуров начин.

    Република Македонија е држава на сите нејзини граѓани, без исклучок. Министерството е сервис на нејзините граѓани и како такво ќе продолжи да функционира во таа насока.

На крај би сакал да се заблагодарам на г.Спасовски за коректната соработка и колегијалност за периодот кога заедно раководевме со оваа институција.

FJALIMI I ZËVENDËS MINISTRIT TË MPB-së AGIM NUHIU ME RASTIN E MARRJES SË KOMPETENCAVE TË MINISTRIT NË MINISTRINË E PUNËVE TË BRENDSHME

Sot, ex lege ndërpritet funksioni i Ministrit z. Spasovski dhe me MPB-në do të udhëheq unë deri në formimin e Qeverisë së re  të dalë nga zgjedhjet e 11 Dhjetorit të vitit 2016. Kjo është zgjidhje që rezultoi nga Marrëveshja e Përzhinos e arritur nga liderët e partive politike më të mëdha në vend.

 Duke qenë i vetëdijshëm për periudhën kur po e udhëheq MPB-në, do të bëj përpjekje maksimale që me këtë zgjidhje të jenë të kënaqur të gjithë qytetarët e Maqedonisë pa dallim të përkatësisë kombëtare, fetare, partiake, sociale, etj.

 Për këtë periudhë zotohem edhe para opinionit më të gjërë se do të kultivojmë profesionalizmin, respektimin e vlerave kushtetuese dhe standardet thelbësore brenda kompetencave tona, si në fushën e sigurisë shtetërore ashtu  edhe të sigurisë publike.

Do të respektohen të gjithë nënkulturat e strukturave heterogjene në MPB, por ato domosdoshmërisht duhet të jenë komplementare me kierarkinë institucionale brenda MPB-së.

Vlerësoj se policia ka nevojë për respektin dhe mbështetjen  nga të gjithë komunitetet që jetojnë në  vend për t'i ushtruar detyrat e veta sipas vlerave universale të pranuara ndërkombëtarisht. Shoqëria jonë ka nevojë për të mbështetur, sa konceptin për sigurinë në vend  po aq edhe konceptin për dinjitet njerezor. Nuk mund të goditen shkelësit e ligjit me degradimin e tyre, por me masa institucionale adekuate, sikundër që nuk mbrohet siguria e vendit me shkeljen e të drejtave të njeriut, por me veprime operative të ligjshme. Funksionimi i shtetit të së drejtës dhe sundimi i drejtësisë mbetet një sfidë e madhe.

 Punonjësit në MPB dhe gjithë të tjerët duhet të jenë të vetëdijshëm  se është detyrim kombëtar që t'i mbështesim vlerat dhe frymën e Marrëveshjes Kornizë të Ohrit në çdo segment të MPB-së si dhe të kontribojmë fuqishëm për integrimin e Maqedonisë në rrugën Euroatlantike si alternativë e vetme e perspektivës së vendit tonë.

U garantoj qytetarëve të Maqedonisë se gjithësecili do të përballet me ligjin nëse bie ndesh me atë. Askush nuk është mbi ligjin. Ndërkaq, veprimet dhe akcionet policore pa transparencë të plotë, pa kolegjialitet dhe jashtë principit të legalitetit dhe objektivitetit do të luftohen në mënyrë të ashpër.

            Maqedonia është e të gjithë shtetasve të saj, pa asnjë përjashtim, diferencim apo kufizim. Ministria është në shërbim të qytetarëve të saj dhe si e tillë do të vazhdojë të funksionojë edhe në të ardhmen në atë drejtim.

            Në fund dua t'i falënderohem z.Spasovskit për bashkëpunimin korrekt dhe kolegjial për sa kohë që udhëheqnim këtë dikaster.

SPEECH OF THE DEPUTY MINISTER OF INTERIOR AGIM NUHIU AT THE OCCASION OF TAKING OVER THE RESPONSIBILITIES OF MINISTER OF INTERIOR

Respected citizens of the Republic of Macedonia,

Respected employees of the Ministry of Interior,

Today, ex lege ceases the function of Minister Mr. Spasovski and I will be heading the Ministry of Interior up until the setting up of the new Government, which stems as a result from the elections held on December 11^th, 2016. This solution resulted from the Przino Agreement, reached among leaders of the four largest political parties in the country.

Being aware of the period when I will be managing the Ministry of Interior, I will put forward maximum efforts for this solution to be to the satisfaction of all citizens of the Republic of Macedonia regardless of their national, religious, political or social background.

For the upcoming period, I hereby declare before the wider public that I will commit to cherish professionalism, respect for constitutional values and essential standards within the scope of our competencies, both in the area of the state- and in the public security.

All sub-cultures of the heterogeneous structures within the Ministry of Interior shall be considered, but they are to be necessarily complementary with the institutional hierarchy inside the Ministry of Interior.  

I believe that the police has the need of respect and support from all communities living in the country in order to perform its tasks pursuant to internationally recognized universal values. Our society is in need of strong support, both from the aspect of the concept of security in the country, and from the aspect of the human dignity. Those that wronged to the law cannot be sanctioned by degrading them, but by undertaking appropriate institutional measures, just as one cannot provide the security of the country by violating human rights, but by undertaking legitimate operational actions. The functioning of the legal state and the rule of law present a great challenge.

The employees in the Ministry of Interior and everyone else have to be aware that we have the official obligation to support values in every segment of the Ministry of Interior in the spirit of the Ohrid Framework Agreement and to strongly contribute to the integration of the Republic of Macedonia into the euro-Atlantic structures as the sole alternative and perspective of our country.

I hereby guarantee all citizens of the Republic of Macedonia that everyone will face the law should he/she opposite it. No one is above the law. Likewise, police actions and activities having no full transparency, collegiality and going beyond the principles of objectiveness and legality shall be sanctioned in the strictest of manners.

The Republic of Macedonia is a state of all of its citizens, no exceptions whatsoever. The Ministry is a service of its citizens and shall continue to function as such.

At the end, I would like to extend my gratitude to Mr. Spasovski for the correct cooperation and collegiality throughout the period when we both managed this institution.
